What authority or tradition would allow us to take an oath of loyalty from him? An oath swore by his faith/on a relic should suffice.

It's whatever you are willing to accept. Oath by what he swears, an oath by something you think important. You could ask for a bond of some sort, as surety against his honour (though that is fairly insulting).

His conversation certainly suggests he is Christian, and so should tend to follow Christian ethics to some degree.

His gear suggests he is a knight, though a poor one, but his lack of livery or coat of arms suggests he is a knight errant - a wandering knight, who answers to no lord.

Up to you how much you choose to trust him, but the usual indicators of avenues of redress are absent.

In the Arthurian era, his sworn word as a Knight would be enough but this pre-Athurian so my inclination is that Cedwyn would not fully trust him without a lord to rebuke Artaigne.

A reasonable conclusion. Chivalry doesn't really exist as a concept yet. I mean, it does, but more as an ideal than a daily social expectation.

According to that letter of presentation, are Arne and Valka considered ambassadors?  Or merely mercs in the company of Sir Cedwyn and Sir Rodric?  In short, would Arne be able - upon his own honor -  to take on Artaigne as, say, a bodyguard?  In short, Arne would be vouching for Artaigne's good conduct - and also taking responsibility for it.
