Similar to what we did with Valka helping orate rolls, you can use a related skill to earn a bonus with a different skill. There needs to be some logic behind it. For example, you can use flirt on a potential sexual partner to make applying Intrigue to them easier. If you make your Flirt roll, you can get a +5 to your Intrigue skill.
Artaigne could go to a public house (or the great hall), soften up the crowd with music or something like that, and thus get a bonus to Intrigue in the same way.
So, in general you can take extra time, and use a related skill (adjudicated on a case-by-case basis) to get a bonus to the skill you really want to use.
